S. Open. It was decided that the USTTA should re-think its junior programming. While there was some discussion about relocating the RTP to another area more conducive to table tennis development, it was decided that more time was needed to research such a move. If the RTP is to be re-instituted, USTTA clubs will be invited to submit host proposals. In the meantime, a touring coaches program will replace the RTP. The USTTA will provide National Team Coaches Zhenshi Li and Zhang Li as a resource to clubs and its juniors. In effect, we are spreading our wealth of top coaching talent throughout the United States. The details of how this program will work is one topic being discussed at a planning meeting to be held in Pittsburgh in mid-August. It is felt that this change will improve response time and encourage more tournaments in an area. Tournament directors will be encouraged to state their intentions to conduct a tournament as early as possible (a minimum of two months in advance). Regional Tournament Coordinators will be appointed to: - Improve tournament scheduling by better communication and reduced conflicts. - Police tournament paperwork, a task that should be handled regionally instead of nationally. - Work with tournament directors to ensure that USTTA-sanctioned events are properly organized. This will allow our sport to be exhibited in the best possible light, and all participants will be able to expect fair and efficient treatment. Although this will be a huge undertaking, we are excited about the possibilities. One of the primary reasons for bringingratings in-house is the Management Information Services (MIS) Department of the U. S. Olympic Committee. The MIS Department provides the following services to all National Governing Bodies at no cost or for a minimal fee: - Consolidation of membership, ratings, and other pertintent information so no re- keying of information is necessary. - Development and/or modification of program(s) necessary for maintenance of ratings. - Technical support of all systems. - Greatly increased security, control, and auditing information. Access to all data can be secured by user I.D. - Minimized possibility of loss of data. Automatic data back-up and storage in an off-site facility. - Ad hoc reporting and information retrieval in a simplified process. - All current system information will be preserved and converted into the new system format in a process that will be transparent. In addition, our future plans may include the following services to individuals, clubs, and tournament directors: - Access of an individual's rating by telephone. - Utilizing the USOC FAX-Back network to allow tournament directors to receive the ratings of the players in a specific state or region at any time of the day or night. - Acceptance of tournament results by modem or disk. - Distribution of ratings on disk to tournament directors. Open in Indianapolis, an interested group of people met to brainstorm how clubs and the USTTA can better communicate and work together for mutual benefit. Walt Gomes distributed the enclosed paper (Attachment4) on the ideas which he had compiled on this topic. After a discussion of how the USTTA and clubs can improve communication, it was determined that a Club Directors Committee should be formed. Dana Hanson, National Club Director, will be chairman of this committee. The following also volunteered to serve on this committee: Scott Ryan, Y. C. Lee, Roger Persaud, Terry Timmins, Norm Chouinard, Gordy Bright, and Walt Gomes. Ben Nisbet is the Executive Committee liaison. Walt Gomes and Norm Chouinard have agreed to put together a proposed plan of action, emphasizing growth of membership. We are aware that the procedure for collecting Officials Fees and then requesting reimbursement has been cumbersome to say the least. At an Officials Committee meeting in Indianapolis at the U. S. Open, it was decided that a club may retain 50% of the Officials Fees collected. However, the tournament director must submit a completed Tournament Report and the USTTA Officials Fee Report/Proposal (Attachment5). These two forms must be appropriately completed and returned to USTTA Headquarters as soon as possible at the end of the tournament. Please note that the Tournament Report is required, even if you did not sell any memberships. When submitting your Officials Fees to USTTA Headquarters, please submit two separate checks for membership and Officials Fees. We are still encountering several tournaments (both large and small) where the Officials Fees are not being collected. It is very important that all sanctioned tournaments collect the $1 per person fee, whether you have 5 players or 50 players participating. These fees go towards improving the officiating at all levels.
